Did they not learn that in South Africa? They started doing affirmative action awhile back in power and other industries and now that shit’s falling apart because oops can’t put people in there that don’t know shit about what they are supposed to be doing to keep the systems running.
Same effect I saw in Afghanistan, we left them bases but 1. they are way too expensive for native afghanis to maintain properly and 2. They would just leave them to rot so afghanis would strip out anything useful and sell for scrap or whatever. Also with the infrastructure we built over there, people just go strip pipes or copper not caring it was detrimental to their own community in long run because no water no electricity.
Same in Venezuela from what I have read. Oil production is their primary source of money, and the key positions were taken over by people that were loyal to Maduro (friends, family, party members) that had no clue how it worked. They are rich in oil but can't even get it out of the ground anymore because they fired everyone that knew how to run the place.
