REX-84 was a military exercise using FEMA to detain hundreds of thousands of people and assume control of the entire country. Planned for either post WMD problems, or large scale capture of communists in case of total loss of government. It was the cold war.

You use the military, classify them as enemy combatants, and suspend the Constitution with a declared state of emergency.

So far we have the national emergency, declared by EO. We also have weird unexplainable military activity. Getting there slowly.
