Whoever it was, they have millions of murder charges coming down the pipe.

Can you own a dog, a gun, a car, and be blameless if your property is used to kill or harm others? No. If you own a virus, any damage done with that virus is on you - letting it escape your control is no different from unleashing dangerous wild animals on the public.
