Just confiscate their properties and other assets in the US for starters. That ought to grab their attention.

This. Chinese nationals that own land here can either surrender their land, or apply for asylum and keep their property if they transfer the deed of the property to an American bank, since a lot of them have loans with Chinese state run banks. I think this is fair.
