As long as whatever China does that can make them dominant and hurt others, they have, are and will continue to do whatever to accomplish that. If that means wiping out over half of their own people, they don't care. Is Fauci so stupid as to think that communist dictators care a pickled relish about their people? Yes, he most definitely is.
