Very carefully worded. In the cases of the US, DC would be occupied while the States are not - meaning they continue to function. In the case of State in on the treason (Michigan, Georgia, Pennsylvania, et. al.), the capital of those States can be isolated while the State, again, still functions as normal.
Hmm. If Biden and Harris are themselves aware that they are only occupying Washington DC, would that affect which states they would be willing to travel to, since they would be moving into dangerous territory? Could that be a reason why Harris has been avoiding travelling to the border? I wonder.
