The "vaccines" are the true bio-weapon... these "vaccines" weren't brought in for Covid, Covid was brought in for the "vaccines"

Yes, it's exactly this. 'They' might accidentally die of their own plot if it's a nasty virus in the wild. However, if it's a harmless virus with a deadly cure, they can reliably choose not to end up victims.
