Prior Navy here. I have arranged many retirements. You can request a retirement letter from any president under whom you served. So, many retirees will receive more than one letter of appreciation. I had one Navy commander who requested and received four letters- Trump, Obama, Bush Jr., Clinton. 25 years of service. You can also, just check the box(es) of the presidents you want. OP's video was probably just a retiree who requested Trump only... so probably nothing earth shaking here.
