There has to be a deterent against a nuke somehow though.. EMP hypersonic missile that intercepts and fries the interal electronic switch etc, I mean I figure they have satellites that track radiation as well.. Now from a nuclear submarine, it would be hard to detect and track/trace... and wouldn't have enough time to intercept, or underground silos close to large cities possibly... Also Im pretty sure the CIA has confiscated nukes that haven't exploded or got them from the supposed Nuclear disarmament treaty
