I guess possible but to 95%+ of people they are synonymous. My bet is he doesn't mean just bitcoin.

He has a history of supporting blockchain actually. He has appointed very pro crypto people to high up positions. Trump Jr. has also made statements.

Old article but this was back in 2017. He also mandated blockchain research for military.
