There are a lot of legal caveats, and technicalities involved with making a legal citizens arrest, and the laws for how to do it properly can vary from state to state. The consequences for doing it wrong end up with the person making a false arrest being arrested themselves, and facing some serious charges. It would have to be done by the book, and the rules for how to do it are rather vague, and complicated.
