The wording is clunky but that is the procedure; look in the direction you need to head in to insure there isn't another jumper in the way, then make the attempt to slip that direct to avoid the water. Not sure about chutes these days but our old T10s didn't maneuver all that well so the chances of slipping very far from the direction you were floating in wasn't that great. Having a 100 paratroopers with rectangular chutes steering all over the place was a recipe for disaster, specially at the lower altitudes we jumped, 1200 feet or less. It's safer to have everyone float down like bubbles in the same general direction to avoid entanglements.
