It is well known that crime creates poverty, not the other way around. Throwing money into corruption only feeds the devil and makes the situation WORSE. The first task to effectively address crime.

After crime is brought under control, opportunity will naturally and organically develop (businesses & companies will move in to capture that potential market and bring employment). If crime is not addressed, no rational person would invest a penny.
