I found this very interesting, so I decided to look it up. I noticed they did the same thing with Trump in May 2020. Maybe it's just a change due to covid.

Here is a longer video showing Trump taking the wreath up like other presidents.

Here is the one with Biden and the wreath is already there as he comes out.
