I'm guessing that 82% thought they were voting for one person but it was actually the other. No idea how they figure this out, maybe if a person voted GOP for every race except that one?

left marker 18 is probably just the name of that particular button on the machine. So these idiots, for example, might have switched the names on left/right marker 18 so the machine shows Trump but your vote actually goes to Biden instead.
