The problem isn't just that a Sex Ed teacher was inappropriate to first graders, it's the question as to why you'd have a Sex Ed teacher teaching first graders in general.
People can call older generations uninformed, but the reason why sex ed was kept out of schools outside of specific biology classes was entirely BECAUSE parents knew of the danger of pedophilia and the fact that for the majority of the day the child was out of sight of the parents, being at school.
I didn't start Sex Ed until 4th grade. That was like... Nearly 20 years ago now at this point.
People felt like they shouldn't have been teaching us that young... But I can tell you that my education had almost literally nothing to do with masturbation and focused on the mechanics of it, the importance of being safe, and not having a teen pregnancy
I don't really see an issue with teaching the boys about their parts and what to look out for and the same for the girls. Seems really fucking odd to tell them about fapping tho. You don't want a bunch of teenage pregnancy and they might think fapping is a good way to get them release without hoping they'll wrap it up but it still makes no sense to take that upon yourselves as a teacher aka glorified baby sitter. It's tough to know when these things come from good people with good intentions and when it's a clever pervert who just figures out how to work the system.

7'th grade for me. Back in the mid sixties.
8th grade for me and it was called Health Class, talked about healthy food, etc. also.
