That is the press plane that accompanies oversea's trips, usually leaves ahead of the president to be ready upon his arrival at the next stop

Interesting, but that doesn’t explain why it has the call sign for civil air POTUS but is a miltayry/USAF plane?

I have never heard of EXEC1 being a callsign for the president on a civilian aircraft. New to me... I served with SAM for 12 years and have followed this shit forever.

I've seen EXEC1 used for many SAM aircraft over the years, usually means a cabinet level VIP onboard. Why can't the military use just about any callsign they want to, because they do!
