Funny, because in every state in the US, misplacing this stuff is called "breaking the chain of custody laws".

And that high a percentage means it was an outright criminal effort.

That's OK... the people guilty of breaking those laws will just be "relocated" to a federal pound-me-in-the-ass prison for a very prolonged "vacation".
