I heard about them back around 2009 when I was living in the DC area. The local police talked about them near where I lived in Alexandria.

I lived in LA for a while and in NY. They were in California and NYC.

I likely heard about them on one of the "Locked Up" type docu-series on prisons but well before POTUS 45.
