I was referring to the Eastern rite. John Paul II referred to as the other lung of the catholic church. The eastern churches have a head called a patriarch who consults with the pope but the patriarch makes the rules for his section. The pope only infallible when it comes to church doctrine, anything else is his opinion. And the patriarch makes sure of that.
For example there is a lot of talk about Vatican II changes being bad (for which you find pedo priests there) but whatever the changes only affected the Latin rite churches. Eastern churches have not changed over the centuries, very traditional.
