We dont just let Chinese intelligence officers defect in such a short amount of time. We require them to maintain their cover while at their host country and feed valuable intel over time to pay their dues before coming to the US. That is their down payment so to speak. If all their intel proves to be accurate and useful, that is when we reward them with asylum.
