I think I've figured out Camalheads plan to halt the stem the flow of illegal immigration. She went to Guatemala to see how bad the country is; the despair of the people, the hunger, the poverty, the slums etc. That way she can turn America into a mirror image of a poor country, thus people would have no incentive to come to the United States. They may as well stay where they are cause it would be just as bad here. What an evil plan that could possibly work.
