It seems green screened to me. Her shadows are angled to a 1 o'clock position, while those on the cars are angled to a 3-4 o'clock position. If you watch the full video of it, you can see motorbikes and cars in the foreground drive through from the right to the left, which agree with her shadows, but none of the rear cars seem to do.
In reality, there's no way someone wouldn't see or hear that happening behind them and not respond to it. It's odd how her routine lasts the exact amount of time it takes for all the military to go through. Plus as she's setting up the camera and getting things in order, she doesn't stop to watch why there's a barrier of military vehicles blocking the road? I've seen another of her dancing videos with that road completely clear, so it doesn't seem like it's always blocked with military.
