Is that the one with the protruding Adam's apple? I noticed in a recent photo of Kamala, on her trip to Guatemala, that he/she was wearing a decorative collar of some sort.

No, it's the one with the shakes. There's a documentary on this with the Papua New Guinea Cannibals I think. I am not sure about this, watched it long time ago.
