my first reaction to this was -- probably has something to do with the Chinese troops the socialist Canadian govt is rumored to be harboring along the border.

Chinese troops and commies in general love to invade an area using underground troops networks (see: Cu Chi Tunnels in the Vietnam War). Niagara Falls would be an obvious place for Chicoms to try to control. Sounds like U.S. forces are taking them out.
