I assumed Antarctica because that is a continent. The northern arctic doesn't have a land mass, right? Where are all the minerals at? In the ice at the north pole? And for some reason, many nations pay huge amounts of money to maintain 'research' bases in Antarctica.
Look at this hugely expensive 365/24/7 base, where everything has to be brought in by plane from many thousands of miles away:

And yes there is no land under the Arctic Ice, perhaps inside the Arctic Circle there may be some solid ground to fight over...I am unsure about what the author of the article is referring to when he wrote "In recent months Russia has made it abundantly clear that it sees the Arctic as its own and has built up its military presence in the mineral-rich region."...
