Curious, did Illinois citizens give permission for a 3rd party vendor to have access to your Insurance and Driving info?

Get third party vendors to do all the dirty work? No oversight? No taxpayer control? No accountability? Sounds like they're taking a page out of the Zuckerberg/Facebook playbook.
