No context... It was delivered as an off hand remark at about the 23 minute 30 second marker (approximate because I like you had to keep switching feeds, and it is impossible to establish time hacks to a transcript under those conditions due to the various time lags among the different feeds).
I ran across another one like this while I was doing research on his last speech before the election, the rally at Gerald R. Ford International Airport / Grand Rapids MI. He was remarking how he was able to revitalize the car manufacturing in the state... and he slips in, in an incomplete sentence
"... you had 17" and then starts a new sentence.
He slips in 17 in this manner, offhand, in many of his rally speeches.
"Militarily, all of them continued to develop new weapons systems, including missile defense shields, hypersonic missiles to piece the former, drones, and space weapons."
