Very interesting. I knew there were different ballots for different cities, but I had no idea it ended up being 692 different ballots for all the precincts. What a sorting and counting problem. But it is a check on how many ballots of a type there possibly could be, so anyone who didn't know that and just duplicated ballots would be giving themselves away, because they would end up creating more of the duplicated type than there could be in a precinct.
