I wonder if both could co-exist, what if Q doubles as a psy op while also holding a hidden specific encrypted message, DoD LoW for example.

Having the most prominent "conspiracy theorist" call you a psyop prevents the dumb masses from digging in and causing a mess, Q is for the austists, the autists are smart enough to bypass the filter.
