They said he's never been a target. They NEVER said they weren't monitoring his electronic communications. They found someone foreign that Tucker has conversed with, or someone he knew was conversing with some foreigner that the NSA is using as a prereq to monitor him...

Or, they were spying on someone and noticed they were sending communications to Tucker.

So Tucker wasn't the target, but he is a component of the foreign info-cell.
