THE BLACKOUTS ARE HERE FOLKS! My daughter works for a company in Philly, but they are all still home due to Covid lockdowns. She just announced her co-workers who live in Philly have had no power for 3 days now!

First of all there is no "downtown Philly". Its called Center City.

I run technology for a company there, and we have significant energy needs (including backup redundancy). However the power has not been out. Where do your daughter's co-workers live?
