This is the most likely scenario. I took Trump's words to mean that Joe is not the one calling shots. When he asked "Does anybody know who it is?", I think the answer is the Deep State, or anybody but Joe. Talking of double meanings about body doubles...that's just mincing words so much it's unreliable.
