There's really no way to catch the organized shop-lifting teams in large retail stores, which doesn't have enough staff on the floor to identify them quickly enough. Several of the thieves spread out in the store, communicating by phones. When they're ready to take off with their booty, one member will distract the sales person. Frequently, if someone is fleet of foot, he/she will just grab an armload of merchandise and run out, usually to a car which is waiting outside. They have wire-cutters and de-magnitizers for the security tags. Every time the store has a new security innovation, the thieves find a new way to out-smart it.
Catches at the door. Choke point, videonm surveille them, if they don't pay, bust em at the doors.
