So far everything I've found (including the india bar association contempt charge) is based on data from websites whose whois data does not predate 2021. Anyone know where I can get some primary data sources?

Websites that predate 2021 are not primary sources. In other words, a primary source is a primary source regardless of the date on the website.
In America I look for websites that have a .gov and call that a primary source since the U.S. government owns that top level domain and therefore any website with a .gov top level domain name is sanctioned by the U.S. government to use it.
I do not see a top level domain owned by the government of India.
I am not sure what you are looking for exactly.
What I'm getting at is that websites with creation dates of this year aren't likely to be reputable.
While I appreciate what you mean, there is nothing reputable about previously dated websites either.
For example, I limit searches of the scientific literature related to some things to pre 2019 simply because everything after that is complete bullshit and sometimes I don't want to deal with it. That is case specific though.
However, in the case of Ivermectin and India, I doubt you will find anything pre-covid (as it relates to covid), so I really don't know what you could possibly think to find based on a websites creation date.
Also, in no way will that make anything a "primary source" even if it might be more truthful.
