I believe this is written so when it passes the house it just gets stamped and presented to the senate for vote. Kinda like when lawyers write their version of a ruling in their submission to court so the judge can just sign the bottom and make it binding. I assume in this case it will just be thrown out by the snakes in the house without being ratified, like everything else that would be good for America.
