I would actually do a civil arrest. Every-time you delay them you save lives. a water hose wont delay them much.

Do a civil arrest strip them off their cell phones and cloths and tie them up outside to something and then just leave them naked tied up with a sign "not fun when forced is used against you will"

This will force them to use incredible amount of resources to protect their kill teams. And it will delay them so much
