We know MS-13 is used for wet work already, CIA don’t want their hands dirty and using Hispanics lets them frame Venezuela for the hit.
Jovenel Moïse was a bad actor, but also bad at his job. Venezuelan funds were freely given to him and transactions were secured by deep state Mercenaries.
