It’s like he’s trying to hear what someone is whispering in his earpiece, so that he knows what to say, otherwise he’ll just get in trouble!

Crazy thing is he is probably the only one in the administration that doesn’t realize that making him look crazy has been their plan all along so that they could oust him for mental incompetency.
