It is the PERPS announcing beforehand their plans and intentions.

"predictive programming" and/or "revelation of the method".

If WE do not oppose, they are off the hook, legally and spiritually.

There was TONS of this before 9/11. Sadly, we found it after the fact. Hindsight is 20/20.
