In 1995 they were using vaccines to sterilize 1/3 population in Mexico, Philippines, and African countries. They got caught. Apparently one African country they were trying to bring down pop to 25mil from 43mil and when I looked up today's pop it was 25 mil. They succeeded. Unfortunately I forget which county exactly.
