The old bitch had a heat stroke, calm down.

EDIT: You can clearly see her arms are in front of her body near the end and that there are no cuffs on her legs as her gate and stance changes a few times to be wider than ankle cuffs would allow. Hell, when they pull her towards the car, her right arm moves independently of her left arm in front of her body. There are no cuffs in this video.
