I dont think this particular incident has anything to do with covid. Their shirts say contractor referral services and the address on their cards is a commercial space available for lease. It's Jacksonville FL and covid response teams are going to CO and MO.

Bad time to be a door to door anything with the covid cops roaming around. Maybe they hope someone else, that isn't a covid cop, will get hurt so they can promote the hell out of it. Devious, but clever.
