I think Fusca is an actual person or more likely a character that Jr., and others, use as a disguise (like Andy Kaufman and his Tony Clifton character, who was often played by his friend Bob Zmuda). The video I mentioned before is the reason I think it's possible. She was saying he was going "as Fusca" with a lot of enthusiasm and it seemed like they were having fun with it.
