I'm seeing two comments that I don't particularly understand that have me curious. It sounds like either A) the county just decided to stop recording the sending of absentee/mail-in ballots after they opened up for early in-person voting, and/or B) the presumption is people went and picked up ballots at the early in-person voting stations but then took them home and sent them out from there? Neither of these things makes sense to me.
