The more I think about the contents of this story the clearer it becomes that it definitely is framed like pure propaganda.

There probably could have been a note or they very well could have made everything up and ran with it. The media is definitely not beyond making things up outright.

One thing that really makes it seem like propaganda to me is that at the end of the video the waitress said she plans to get the shot before she goes back to school this fall and hasn't so far because she has been too busy with work. So basically, everyone in the story put their differences aside and agrees that the shot it good which is one of the core tenants being pushed in the media currently: That the vaccine can do no wrong. That reads to me like a Soviet propaganda advertisement along the lines of: We may disagree with each other but we all agree the great leader is all knowing and good.

Also, she said she had been too busy with work to get the shot yet. However, the area of Canada where she is has been locked down until a month ago where all the restaurants where closed for both indoor and outdoor dining. She could have gotten the shot if she wanted before everything opened up and she wasn't working yet. Either their script is bad or if she is real, maybe she just doesn't want to get the shot and is afraid to say so publicly.
