As much as a dislike Kissinger and the entire evil cabal, would they really use the term "thin the herd" even amongst themselves? Sure, that's how they feel about it, but I imagine they'd still use euphemisms that made it seem like they were great humanitarians doing the world a favor. They'd say, "Solve the population problem" or "Ease the strain on the planet's resources."

Of course they would and do - I've heard people say this. The elites loathe the lower orders, see them as useless eaters and a waste of space.
They often used the term "herd immunity". (And also recently changed the definition of it) XD
