I'm wondering if there is some kind of strategy to have publicity around how it's going to be used, and then it's all very quiet when it doesn't get adopted for some reason. The consequence that people think it has been used where it hasn't, and so then think the effect is weaker than it is because they look at a region - Goa for example - and don't see anything dramatic happenening and conclude IVM not effective after all...
