I’m not familiar with all the details, but what I understand from the Navajos I’ve spoken with is: 1) it’s extremely hard (or impossible) to start a formal business, and 2) the Navajo receive some sort of compensation from the US Government.
Many in my area make fun or look down on them. I would probably behave like them as well if I was receiving free stuff from the government.
Their standard of living is a couple levels below the average American. This is what the globalists want for everyone.
