You might be onto something. I recall many millions were "relocated" to make way for 3 Gorges. If CCP found it cheaper to kill in place, I'm pretty sure what they would do. Considering how attached agrarian peasants tend to be to their land lends even more credence.

So I'll place bets on 1 and 4. Hoffa just because I got a good feeling.
